He was able to create this idea because of the Italian society at that time. People were assassinating powerful individuals, and were tainted with corruption. With this in mind, it is of no doubt that crimes had always been a part of the society, and it continually decays the lives of people. Now, you should have a shield to protect yourself against the outlaws of the society, and you can just have one by doing a criminal background check.

You might ask yourself why you need a criminal check. Based on my experience, there are several reasons why people do a criminal background check. I will enumerate them to you.

1. For employment reasons. In a working environment, it is the employer's responsibility to make sure that the employee's surroundings is safe and sound. So, doing a criminal check on a possible job applicant will help the employer in evaluating his trustworthiness. In one way, a criminal background check is a precautionary measure for the safety of the people.

2. Expungement of previous criminal records. A lot of individuals nowadays want a criminal record to be erased. So, before you are allowed to remove such record, it is a must that you do a criminal background check on yourself. In that way, you can look over if you had done something wrong, or was there a mistake in encoding those records.

3. In buying firearms. I think you remembered the assassination attempt on Republican President Ronald Reagan during the 1980's. At that time, it was James Brady, who was shot. To avoid such things from happening in the future, the Brady Bill was signed by President Clinton. Such law aimed to do a criminal check on those individuals who will purchase such dangerous items.
